Where is the equipping track in Acts?

One of the most interesting concepts in Leadership Explosion is the use of Equipping Tracks in cell churches to rapidly develop committed followers as disciple makers and cell group leaders.  One of the most useful models is the G12 system of cells and “D‑groups” which provide equipping (development) and supervision (management/governance) for cell leaders.  A two track system develops, with cells functioning as spiritual families and the equipping track functioning like a public school education system run by professionals.  The latter allows the cells to focus more on relationships and less on the task oriented work of training.

What’s interesting is when you lay this threefold concept over the book of Acts and look for celebration, cell and equipping track/management.  Cell and celebration are obvious, but where is the equipping track?  Here is a church of multiple thousands with apparently no sequence of steps listed for maturation.
